La Fédération des clubs de motoneiges du Québec saluts the Ministry of Transportations work
Terrebonne, October 25th 2020 – La Fédération des clubs de motoneigistes du Québec (FCMQ) has always placed security at the forefront of its preoccupations. When we speak of security, we evoke in trail security for the snowmobilers, but we also speak of the respect for the rules and regulations. The Off-Highway law has been initiated in 1996, in order to oversee the use of off-highway vehicles. Many years later, in 2010 certain revisions have been made to the law.
The FCMQ is proud to announce that bill 71 has been introduced today with the objective of revisiting in its entirety the Off-Highway law. The last revision dated back more than ten years; a revamp was essential in order to reflect a new reality.
Clarifications have been obtained
For a certain time now, we have been waiting for a number of revisions and clarifications on certain points in the law and these have now been obtained. In regards with this new information, it will now allow us to be more specific when using the law, avoiding ambiguity. The principal elements brought forth are for in trail security and the perennity of off-highway activities with respect to natural and human environments.
A word from the President
The FCMQ’s mission is to ensure the development of the sport and the security for snowmobilers. This bill seems to represent well our recommendations. The governments decisions will contribute in the perennity of the sport which is an important economic driver for many regions.
A word from the Director General
The FCMQ has contributed alongside the Ministry of Transportation and other actors in the revision of this bill and we are satisfied with the outcome. We are ready to continue our collaboration with the Ministry of Tourism in order to oversee the tour guides’ training for off-highway vehicles.

It is dedicated to the development and promotion of safe snowmobiling throughout Quebec. The FCMQ defends the interests of its 198 member clubs and their 100,000 individual members. More than 4,500 volunteers contribute in excess of 800,000 hours annually towards the maintenance of the provincial snowmobile trail network.
